With reference to your telegram of

the 12th. and 28th. of last January, respecting a con-

sigment to Messrs.Jardine, Matheson and Company by

Messrs. Birdseye and Company of two cases of Revolvers

& Co on board the 3.5. "Merionethshire" and

in continuation of my telegram of the 26th. idm, I have

now the honour to transmit for your information the en-

closed copy of correspondence by telegram and despatch

which has been conducted by this Goverment with Messrs.

Jardine, Matheson and Company on the one hand, and His

Majesty's Commissioner at Wei-hai-wei on the other.

You will observe that Mesars. Jar-

dine, Matheson and Company at first stated that the Arms

were intended for the first Chinese Regiment commanded

by Colonel Bower. General Dorward, however, says that

Colonel Bower has no knowledge of the Revolvers and in-

forms me that there is no record at Wei-hai-wei of the

Arms ever having been ordered for the Chinese Regiment
